problem solved...
Wrong starter was put on the rebuild engine! a 8tooth insted of the 9 tooth.

He is right, You really need a fully charged batterie to have those boat run well!
So charge the batterie at low amp for a long period or change it
You better charge it out of the boat, or at least, keep the kill-switch to off so you dont put 14-15volt on the entire circuit of the boat.

if your wire comming hot it's a starter fault 100% sure.

Just found that some 99-02 seem to have 8 tooth! But i was thinking that they were all RFI engine.
so in 99 it's seem to have both model !
