2001 UTOPIA 185 MERC M2 200

ABLE TO REACH 5000 RPM AND RUNS OK IN DRIVEWAY BUT UNABLE TO PLANE OR REACH FULL SPEED/POWER IN WATER

RUNS SMOOTH @ 3000 RPM AND 5-10 MPH...ANY THOUGHTS
