No the tower should not wobble or shake. Be very carefull ecspecially when towing someone. I work for Star One Wake, we manufacture towers here in the US and I have talked to a few people who have had towers snap on them and it is not pretty. If you are worried at all, I would put a new tower on it or have the manufaturer do it. Better safe then sorry.
