The speedometer in my 2000 Challenger, worked (on and off) last year (2009), but so far it's not working this year,(2010),, any ideas as to "what to check, how AND WHAT TO TEST, or clean or replace? It did work some times last year while in the watter and somewhat when I used a air pressure hose/nozzel and spun that there little wheel which is mounted at the bottom of the hull on the tail end just in front of the drive unit, while out of the water...

I would check the fuses, a lot of times this is the root cause. As a heads up though it is not uncommon for these gauges to go bad in the older boats, our 2000 160 Speedster had the fuel gauge go bad - in that case it ended up being a bad fuel baffle.
