When mine is in reverse, the gate looks like it covers the top half of the nozzle, leaving the bottom half open. In reverse, it goes all the way down to cover the entire nozzle. I've never had to adjust them.

I took mine off to repaint them when I put in a new engine this week, I noticed it wasn't locking in postion too. I can go to F and I can pull on the gate and it will move, I guess I just need to try and adjust it?? I wounder if I adjust the gate or the control handle??

Adjust it at the eyes where they bolt to the gate to get it to lock in position.
