Ok, I will look in there to see if its binding. Thanks Yuji!I had the same problem. It hasn't been giving me issues as of late but if you want to check the cable it's located right next to the drive shaft inside the hull. Sometimes those cables can bind therefore it doesn't extend or return fully. The cable is just like a throttle cable, just need to make sure it's routed properly and not binding. I wouls also check where it exits under the boat, you'll see where it comes thru the hull and attaches to your intake grate. Make sure it's not binding at the linkage where it pivots. There is a small bolt that slides up/down the intake grate, this is the pivot point. If the bolt is binding your ICS won't go thru it's travel properly. I reall don't care for the system myself and have thought about disconnecting it and trying to rig it up with a trim system for my pump...like the VTS on pwc's. If that grate get's stuck while still extended you could damage it or if it doesn't retract all the way it will cause turbulence, cavitation and loss of mph.
