I just purchased a 2003 Seadoo Sportster 4-TEC took it to the lake today and it will only turn 4000RPMS. Starts fine no beeps no other known issues. Any advice what to check?

This may seem overly simple, but when you advance the throttle lever to full is it pulling the throttle body butterfly all the way open?

Yes it seems to be. Started it up in the driveway and it revs to 7000rpms with no problem.

So is it seemingly running fine otherwise? Does it just pull normally to 4000 rpm and run cleanly at that RPM or is it bogging and just barely pulling 4000?

I would have to say barely pulling to 4000rpms. It is not missing or spitting and sputtering the motor sounds fine just will not go over 4000rpms while in the water. Out of the water revs to 7000rpms quickly.

To me it seems like there is something bogging it down while you are in the water. Is the lake you boat in very weedy?
It also might be helpful to get a shop manual, it might allow you to troubleshoot something that we are possibly missing.
