The C-180 manual says the only thing powered when the master power switch is set to OFF is the bilge pump however on my new boat all electrical is powered when OFF except the starter. Just wondering what is the case for other C-180 owners.

No, I cannot start the engine when the master power switch is off, however all the other electronics work, lights etc. The manual seems to be indicating when the master power switch is off that only the bilge pump should work.

yes that is correct - only the automatic bilge pump via its float switch should be working when the battery is at off position - take it to the dealer - you may find that your battery discharges very quickly if they have cross wired the battery switch.
