I'm pretty sure that is correct- They bumped them 5 horsepower in 96 I think.

Well, Brought the boat to my brothers shop to fire it up and change the plugs. The drivers side motor wouldn't start and come to discover the carb is seized. I am pretty upset at the fact because the throttle shaft and plate we need isnt sold as a spare part. I have to buy the whole assembly for $600!!!!

Somehow the shaft bent and the screws holding the throttle blade also broke trying to loosen them.

Any suggestions?

You are right, that does bite big time. Apparently the guy he bought it from either didn't have a clue, or was looking for a sucker. No offense intended,sdkirby..
There are people out there looking to put their junk off any unsuspecting buyer. I think he picked the wrong venue to do that, though. I really hope eBay does the right thing, as well as your seller. But, always remember, caveat emptor!

Another thing I noticed that I had forgot to mention is that water was coming out of the exhaust when we were running the engines hooked to the hose, is this normal?

Perfectly normal. The Rotax 2 strokes and most 2 cycle outboards have what you may refer to as "total loss" cooling systems. Water is taken in to the engine, circulated through the water jacket, and expelled through the exhaust.
Did you get in touch with the guy that sold you the boat?

Not yet, but I don't think he is going to help me out at all.

I already ordered the carbs. So when those come in, I can take it out see what else is wrong.
