ABLE TO REACH 5000 RPM AND RUNS OK IN DRIVEWAY BUT UNABLE TO PLANE OR REACH FULL SPEED/POWER IN WATER
RUNS SMOOTH @ 3000 RPM AND 5-10 MPH...ANY THOUGHTS

My speedster had the exact same problem. I had a hole on the bottom of my hull, right by my intake. It took awhile for my boat to plane out, and my max speed was 40mph.

plugs and filters changed...runs fine until you put it in the water

If the engine itself is running fine then it sounds to me like you have an impeller problem.
