I have a 2006 Sea Doo Sportster with 215 HP engine, the idle is running too fast, when you are in a no wake zone, I have to keep putting in neutral to slow down the boats speed. The boat idles at around 1750 rpm, is that normal or have I got a problem.

This is pretty normal, our 2008 180 Challenger does the same thing. I typically just keep it in neutral through no wake zones.
