I know little about boats but was taking a look inside the storage box in front of the steering wheel, removed inner box, to reveal steering cable. Looks like the cable is just sitting there, the hex nut too, no tension on the cable itself, the nut is sliding freely up and down the cable.
The boat seems to steer fine, but has something worked loose.

Only steering problem is when I am in no wake or moving below 3000RPM's , steering is horrible, no control at all. Is this common on the Jet boat at "no wake" idle?

Sounds like your steering cable needs to be tightened or replaced, have you had a chance to take it to your local dealer to have them inspect it?
