Help on RPM Issue

The max speed I can get is 4500 rpm.
Out of the hole it will rev up to 5,500 and then slide back to 4500.
Cleaned the fuel filter and the compression is at 120 for both cylindars.
Does anyone have a clue?
My opinion now is clogged exaust ports.
Somebody give me a hint please.

This is running on the water.Are you testing this on the water or just running it on the trailer? I think there is a rev limiter switch when it's in neutral, need to be in Forward to get them to rev properly. If you are running on water then how old is the gas? I would run Seafoam thru the system just too make sure you're carb isn't gummed up. Besides it's always good to run some fuel stabilizer/cleaner at the start of the season anyways. As for the Rave valves...it's a good idea to take them apart and clean the guillotines/ diaphram and exhaust port, they will most likely have carbon build up. Generally if the rave valves are stuck you will only loose 500 or so rpm.

The gas is fresh.
For a while the max rpm's were not an issue it ran at like 6,000 then it dropped back to the 4500.
From a full stop to fast start the engine will rev up to like 6,000 rpm very briefly and then cut back to 4500. Full throttle it hangs at 4500. No surging just 4500. When I changed the plugs it seemed to work at max rpms for about 15 minutes. However I changed the plugs again and no effect on the 4500 rpm.
The engine is actualy the 657 model.
Just want to know where to look.

i spoke to a sea doo dealer they told me try sea foam in crank case and gas tank .
i am still working on my problem . i will keep u posted .
